At Ozwater, we asked a simple question: What will shape resilient and affordable water systems across generations?
Over three days, industry voices shared their perspectives through a live visual storytelling activation led by artist Indi Dust. Ideas were captured in a large-scale illustration called ‘Think Tank,’ developed in real time as a collective reflection of industry thinking.
Across the three-day event, two Think Tanks captured an evolving industry conversation. Contributions ranged from technical insights such as predictive maintenance, system optimisation and diversified supply to reflections on trust, education, governance and long-term custodianship.
Industry perspectives revealed a high degree of alignment.
There is a growing recognition that the challenges facing water systems are not new, but the way we respond to them must change. The sector is moving towards a more connected, adaptive and system-wide approach to decision-making.
From assets to systems thinking
A consistent theme was the need to move beyond infrastructure as discrete assets and towards whole-of-system thinking. Participants highlighted the importance of integration across networks, treatment systems, natural environments and communities. Ideas such as “whole-of-system optimisation”, “portfolio approaches to supply” and “integration of cost, performance and risk” signal a shift in how success is defined.
This reflects a broader transition in the sector. Delivering projects efficiently remains important. The real value lies in how those projects contribute to systems that can adapt over time – systems that are connected, flexible and able to manage uncertainty rather than simply respond to it.
Redefining resilience
Resilience is no longer defined purely as reliability under stress.
Industry perspectives pointed to diversification of supply, including recycled water, stormwater harvesting and climate-independent sources, alongside the need to design systems that are less dependent on any single solution.
There was also an emphasis on working with natural systems, restoring ecological balance and recognising water as a shared resource. Contributions such as reframing rivers as living entities and incorporating Traditional Custodian knowledge reflect a broader definition of resilience that balances environmental, social and operational outcomes.
This signals a shift from protection to adaptation and evolution.
Affordability as a long-term outcome
Affordability was consistently framed as the result of better decisions across the system, not simply a function of cost.
Participants pointed to asset longevity, preventative maintenance, standardisation and smarter capital investment as critical levers. The idea that “affordability is the outcome” appeared repeatedly, linked to productivity, innovation and system efficiency.
There was also a strong connection between affordability and community understanding. Improving water literacy, building willingness to pay and strengthening trust were seen as essential to delivering long-term value. This reflects a more mature view of affordability, one that considers lifecycle outcomes rather than upfront investment.
Technology as an enabler, not the answer
Digital tools, data and AI featured strongly, but in a grounded way.
Participants highlighted opportunities such as real-time forecasting, predictive maintenance and automated system optimisation. At the same time, there was shared understanding that technology must support decision-making rather than replace it.
Comments such as “AI should generate the method, not make the method faster” reflect a nuanced understanding of innovation. The focus is shifting towards using data to make better, earlier and more informed decisions, enabling proactive management rather than reactive response.
Trust, partnerships and people
A less technical but equally important theme was the role of trust and collaboration.
Contributors emphasised early engagement, fair and equitable contracts and the importance of moving at the pace of trust. Ideas around system inclusion, community buy-in and knowledge sharing highlight that water outcomes are shaped not just by engineering, but by relationships.
There was also strong emphasis on the workforce, including addressing skills shortages and investing in education and mentoring future talent.
In this context, trust and partnerships are becoming a form of infrastructure in their own right, enabling the sector to deliver more integrated and complex solutions.
A sector ready to challenge itself
Across all themes, there was a readiness rethink existing approaches.
Participants spoke about challenging the status quo, embracing disruption and moving from reactive to proactive planning. There was recognition that crises often accelerate change, but also a view that the sector cannot rely on these moments to drive progress.
Instead, the focus is shifting towards anticipation, designing systems that are ready for what comes next rather than responding when it arrives.
What this means for the sector
The insights captured at Ozwater point to a sector that is aligned in direction even as it navigates complexity.
There is growing consensus that:
- Systems must be integrated, not fragmented
- Resilience must be adaptive, not fixed
- Affordability must be built in from the outset
- Technology must support better decisions
- Trust and collaboration are central to delivery
Most importantly, water systems are not just technical constructs. They are shaped by how effectively infrastructure, environment, technology and people come together.
