Supporting expansion of the Nabas Wind Power Project

We worked with PetroWind Energy Inc. (PWEI) as Owner’s Engineer for Phase 2 of the Nabas Wind Power Project in Aklan, Philippines and supported the expansion of a major wind energy asset.
The project increased total installed capacity to 50 MW, reinforcing Nabas Wind Farm’s position as a key contributor to the Philippines’ renewable energy transition.
The challenge
The second phase of the Nabas Wind Power Project expanded an established wind energy facility through the delivery of additional turbine infrastructure.
We needed to integrate new works with existing Phase 1 assets while maintaining continuity across construction activities, contractors and technical interfaces.
As with many renewable energy developments, we needed to retain new infrastructure that aligned with existing assets and maintained consistency across the broader project environment.
PWEI needed independent engineering review and construction project management support to provide assurance across this phase of delivery. Key priorities included maintaining visibility across design and construction activities, supporting quality and compliance expectations, and coordinating effectively across multiple stakeholders involved in project execution.
Our response
We acted as Owner’s Engineer for Phase 2, building on our existing relationship with PWEI and continuing our technical support across similar projects.
We provided independent, multidisciplinary engineering input across civil and electrical works, including design review, construction management, quality assurance and contract administration. This gave the project a structured and consistent framework for overseeing delivery activities and supporting the project objectives.
We worked closely with PWEI and the delivery contractor to review engineering documentation and monitor construction progress across key stages of the works. This included oversight of civil construction activities to facilitate turbine installation and align with design requirements. We managed sequencing and interfaces carefully to support safe and effective delivery.
A key element of our involvement was supporting the integration of Phase 2 works with existing Phase 1 infrastructure. We maintained close attention to interfaces between work areas and a coordinated approach to managing technical and construction activities across the site.
Throughout delivery, we supported coordination between project stakeholders, maintained clear communication pathways and resolved technical and delivery matters as they arose. This contributed to continuity across multiple work fronts and supported the timely progression of construction activities.
Our role gave PWEI independent engineering assurance and practical delivery support during a key phase of project expansion.
The impact
Despite the technical complexities, the project was delivered on time, surpassing the original commissioning expectations. This outcome reflects coordinated delivery, structured engineering oversight and close alignment between the client, contractors and project stakeholders.
The successful completion of Phase 2 enabled PWEI to achieve the Nabas Wind Power Project’s total installed capacity of 50 MW, strengthening its contribution to renewable energy generation in the Philippines.
The project also contributed to local employment and economic activity during delivery, supporting wider regional development outcomes in Aklan.
